Our partners in Naga report that the waters of the Bicol River go back.
The satellite and radar images show heavy rain in the most northern parts of Ilocos. The Cagayan Valley seems to be touched.
We are awaiting the latest reports from PAGASA and from our friends in Naga (Bicol) and San Fernando (La Union).

( 3.1 / 11 )PAGASA updates: At 4:00 am today, Typhoon "PEPENG" {PARMA} was located based on satellite and surface data at 270 km East of Virac, Catanduanes (14.0°N 127.0°E) with maximum sustained winds of 195 kph and gustiness of up to 230 kph. It is forecast to move West Northwest at 19 kph.

There is no alert yet, but the isobaric map shows a series of 2 low pressure zones moving west on 10° North.
