This will allow the delivery of limited supplies of food, fuel, and so needed relief goods.
Last weekend was the first time all roads to the tourist resort city were closed since the 1990 earthquake.

( 0 / 0 )Parma (Pepeng) has left the Philippines.
Dry and sunny weather helps people in the north of Luzon to find back to their normal life.
International help is arriving. We learned that little Switzerland alone has collected over 6 millions of CHF (at this moment equal to the same amount in USD) for the people in Asia touched by earthquakes in Samoa and Indonesia and floods in the Philippines and Vietnam.
Fortunately the Pinoy's soul is optimist.
There is a lot of work waiting - do it - now!

( 0 / 0 )Tropical Storm Parma (Pepeng) seems to be leaving the Philippines.
After having created distress during nearly one week in the northern part of Luzon this storm system is slowly moving westwards.
People have started to clean up their houses, but structural damages in roads, dams and houses will need months of work and millions of pesos.
PAGASA maintains Signal No 1 (30-60 km/h winds) for the following areas:
Ilocos Norte
Ilocos Sur
La Union
Western Pangasinan
There are still dangers coming from the dams in northern and central Luzon. PAGASA informs:
The Pantabangan Dam decreased its outflow from 700cms to 600cms as of 5AM today. The RWL of Pantabangan is 220.61 m AMSL and an inflow of 747 cms with 2 gates open and a total opening of 9.4 meters. All municipalities/cities in the target area of Pantabangan dam particularly in Rizal, Bongabon, Gen. Natividad, Palayan City, Cabanatuan City, and Sta. Rosa are advised to seek higher grounds.
The Magat dam decreased (???) its outflow from 1578 cms to 3400 cms due to significant inflow from the upper reaches of the watershed. The RWL increased from 192.22 m AMSL to 192.55 m AMSL with 6 gates open and total gate opening of 14 meters. The target area of Magat dam includes the municipalities of Ramon, San Mateo, Aurora, Cabatuan, Luna, Reina Mercedes, Burgos, Naguilian and Gamu in the province of Isabela.
The continues heavy rains over the upstream area during the past 12 hours warrranted for the increase in the outflow of both the Ambuklao and Binga by as much as 3452 cms. From 1:00AM to 5:00AM today, the outflow of San Roque Dam increased from 3156 cms to 5349 cms to maintain its RWL to 289.0 m AMSL (which is just 1 meter from the top of gate 290.0 m AMSL) with 6 gates open and a total opening of 27 meters. Widespread flooding had occured in the target municipalities of Pangasinan namely: San Manuel, San Nicolas, Tayug, Sta. Maria, Asingan, Villasis, Alcala, Bautista, Rosales and Bayambang. Flood levels will remain high within the next 24 hours.
All residents along the Agno river, Magat river and middle Cagayan river and upper Pampanga river are advised to evacuate and stay tuned to warnings/advisories from PAGASA. The PAGASA will continue to provide update on the monitored reservoirs until such time that all spillway operations are terminated.
Meanwhile, level of Anget Dam is 213.93 m AMSL and is forecast to open its spillway if significant inflow occurs. The target areas of Angat/Ipo Dams are the municipalities of Bulacan namely: Norzagaray, Angat, San Rafael, Bustos, Baliuag, Pulilan, Plaridal and Hagonoy. The spillways of both dams are closed.
And, as we hope, the last track of Parma (Pepeng)

( 5 / 1 )One of the most active Beach Resorts of Camiguin Island, the Camiguin Action Geckos, has a new boat: The Lady Julija.
The new boat, built on the sandy beach of Agoho, Camiguin, will be introduced to the public tomorrow afternoon.
Test-runs have been done during this week. The young lady seems still to be a bit capricious, but with the know-how of the local ship builders, she will soon be tame and bring the Gecko divers to the best dive spots in the Philippines: Mantigue Island and the shoals around Camiguin.
This is the young, stormy lady during a test drive:

( 4 / 2 )Parma (Pepeng) still pours rain over West Luzon.
Baguio City is isolated because of multiple landslides that block the roads. Help for the Babuyan and Batan Islands and Cagayan encounter logistics problems because of blocked roads.
Our friends in San Fernando, La Union have problems with electrical and Water supplies.

During the last 3 days Parma (Pepeng) also brought bad weather to the south by amplification of the south-west monsoon.
In the southern Visayas and northern Mindanao most ferries had to stay in port.
But his morning a wonderful sunshine with stranges clouds welcomed us.
On above photo it seems as if Bohol had grown over night. But it is only a strange cloud layer.
You may observe the vacuum-cleaner effect of Parma (Pepeng) on our animated weather-map.

( 0 / 0 )More and more people send their complaints to Silent Gardens.
This morning we got 2 complaints within a few hours:
First complaint:
Good Day!
This is a complain directed to a bachelor express conductor plying the Davao City-Tandag, Surigao del Sur route named Mr. Leo Abayon (Bus # 4742).
We were sending laboratory specimens to Davao City through bachelor buses by a waybill. For the past two tractions, Mr. Leo Abayon demanded handling fee for the said specimens on top of the waybill.
He even threatened our personnel Mr. Ariel Gumata that he will not accept the cargo unless a handling fee will be given to him.
He asserted that it is a COMPANY POLICY. A voice recording of the conversation was taken to support our complaint. We hope for a speedy response from you and from Bachelor Express.
Thank you so much! More Power!
Second complaint:

( 0 / 0 )Parma (Pepeng) is a strange storm.
Prisco Nilo, director of PAGASA said: "In my 26 years in PAGASA, I’ve never seen a storm like this, staying over land for so long".
Parma (Pepeng) again has brought heavy rainfalls in North and Central Luzon. In Baguio City the weather bureau recorded 641 mm of rainfall on Oct. 2-6, the period of Pepeng’s early onslaught. This is more than the 461 mm average monthly rainfall in October 2008, hence imminent flash flood and landslides may likely occur due to soil saturation.
Damage caused by Typhoon Parma (Pepeng) is pegged at PHP 300 million worth of infrastructure and crops in the Cordillera Region alone as the storm still hovers in the country's vicinity.
Based on Pagasa’s 5 p.m. weather bulletin, Public Storm Signal No. 1 remains hoisted in Batanes, Babuyan Island, Calayan Island, Ilocos Norte, Ilocos Sur, Apayao, Abra, Kalinga, Mountain Province, Isabela, Ifugao, Nueva Vizcaya, northern Aurora and Benguet.
