Yes, you can get to The Silent Garden Resort by sea. But if this is the first time you visit the Philippines, you should take the plane. Ship- and planefares are about the same, but the plane takes 45 minutes and the ship takes about 18 hours from Manila.

When you arrive either at Kalibo or Caticlan Airport there will be an "air-con" limousine waiting for you. It will bring you directely to The Silent Garden Resort. The driver will show you the nicests spots on the coast. The journey from Kalibo will last about 40 minutes, while you travel about 60 minutes from Caticlan.

If you prefer (for adventure's sake), you may take a Ceres-Liner Bus (the yellow ones) or a jeepney to Tangalan. From there it's a short tricycle drive to Silent Garden Resort. The journey may take about 60 to 90 minutes.
